Position Overview
The Process Safety Manager (PSM) serves as the senior authority for process safety supporting mission-critical NASA and U.S. Space Force operations. This role leads the implementation, governance, and continuous improvement of a comprehensive OSHA Process Safety Management (PSM) program in a high-hazard aerospace environment involving hypergolic propellants.
This is not a standard safety role—it is a specialized leadership position responsible for preventing catastrophic chemical releases, ensuring regulatory compliance, and enabling the safe execution of launch support operations.
Key Responsibilities:
Program Leadership & Governance
- Own and steward the site PSM program across all 14 elements (employee participation, process safety information, process hazard analysis, operating procedures, training, contractors, pre‑startup safety review, mechanical integrity, hot work permit, management of change, incident investigation, emergency planning and response, compliance audits, trade secrets).
- Ensure application of PSM practices to all hypergolic fuel and oxidizer processes at FSA #1, regardless of quantity, consistent with the site’s safety policy.
- Maintain alignment to KPLSS contract requirements and KSC procedural standards (e.g., KNPRs, NASA/KSC standards) and Range Safety user requirements.
Propellants Engineering Partnership (Embedded Role Expectations)
- Direct and review Propellants Engineering activities that maintain and update PSM documentation (Process Hazard Analysis (PSI), Process Safety Information (PSI) repositories, Operations and Maintenance Instructions (OMI)/process procedures), confirm engineer training/certification, and sustain program implementation.
- Lead cross-functional PHA teams with Propellants Engineers and technicians using site-approved methods (What‑If/Checklist, HAZOP, FMEA, Risk Scorecard). Ensure 5‑year revalidations, timely closure of recommendations, and tech doc archiving.
- Oversee Pre‑Startup Safety Reviews for new/modified processes; validate construction per design, procedures readiness, PSI currency, resolved PHA actions, and completed training before introducing hazardous chemicals.
- Guide Management of Change (MOC) through the KPLSS S&E Configuration Control Board (CCB). Ensure updates to PSI/operating procedures, personnel briefings, and records for each change.
Process Safety Information (PSI) & Procedures
- Ensure comprehensive PSI is compiled and current (chemical hazards/toxicity and compatibility; process technology/limits; equipment design per Recognized and Generally Accepted Good Engineering Practices (RAGAGEP), Piping and Instrumentation Diagrams (P&ID)s, relief systems, electrical classification).
- Maintain/validate OMIs and Process Procedures (“PRO‑PP” series), including emergency appendices and annual certifications.
Operator & Engineer Training / Certification
- Set and monitor training/certification plans; verify operators/engineers maintain required credentials (e.g., Test Conductor; SCBA; Lockout/Tagout Authorized; Hypergol SCAPE; Field Ops; High‑Pressure Gas; Maintenance Ops; Hazardous Waste & Material Handling).
Mechanical Integrity & Work Management
- Ensure inspection/testing programs meet RAGAGEP; oversee timely completion of PM work orders in MAXIMO; document results and correct deficiencies per.
Contractor Safety Management
- Implement contractor selection, onboarding, and performance evaluation per S3AM‑213‑PR1‑PLS; ensure contractor training, awareness of process hazards, and emergency plans; maintain injury/illness logs.
Hot Work Controls
- Administer hot work permits and fire prevention requirements; coordinate with Range/Pad Safety and the fire department.
Incident Investigation & Corrective Action
- Initiate investigations within 48 hours of actual or potential catastrophic releases; form qualified teams; complete reports; brief affected personnel; close findings and track actions.
Emergency Planning & Response
- Maintain emergency action plans and site readiness; ensure drills, IDLH rescue preparedness, and integration of emergency procedures in OMI.
Compliance Audits & Reporting
- Lead/coordinate triennial PSM compliance audits with EHS&Q; maintain reports and verify timely corrective actions.
- Ensure controlled handling of CUI/Export Controlled information per.
Minimum Qualifications
- Bachelor’s degree in Science, Chemical, or Safety Engineering (or related field); advanced degree preferred.
- 8+ years in process safety for hazardous chemical operations; experience with hypergols (MMH, N₂O₄, Hydrazine) strongly preferred.
- Demonstrated leadership in OSHA 29 CFR 1910.119 programs and application of RAGAGEP in design/maintenance of pressure vessels, piping, relief systems, and safety instrumentation.
- Working knowledge of NASA/KSC and Range Safety standards.
- Proficiency with technical documentation systems, Work Management scheduling, and configuration control.
- Ability to lead PHAs (What‑If/Checklist, HAZOP, FMEA, Risk Scorecard) and author/manage OMIs and Process Procedures.
- Experience coordinating emergency action planning and IDLH rescue readiness; familiarity with KSC emergency frameworks.

- KPLSS/propellants certifications: PLS‑CN‑220 (Test Conductor), PLS‑CN‑232 (LOTO Authorized), PLS‑CN‑420 (SCBA), PLS‑CN‑PS140/140A (Field Ops/Hypergol SCAPE), PLS‑CN‑PS141 (High‑Pressure Gas), PLS‑CN‑PS146 (Maintenance Ops), PLS‑CN‑PS403A (Hazardous Waste & Material Handling).

- Availability for off‑shift support during critical operations, startups, and emergency responses.
Compliance & Information Handling
- Maintain compliance with OSHA, NASA/KSC, and Range Safety requirements; ensure proper handling of CUI/Export‑Controlled information and adherence to site trade‑secret rules.
Reporting & Interfaces
- Reports to the Engineering Services Manager and partners closely with Propellants Engineering, Operations Supervisors, Propellant Technicians, and EHS&Q to implement and sustain the PSM program.
